The <\/span><a href=\"https:\/\/www.wsj.com\/articles\/trump-defends-conversation-with-ukraine-leader-11568993176?shareToken=stde3f8759f32e415285ffed603e98f9b1\"><span style=\"font-size: 12.0pt\">allegations were first published in <i>The Wall Street Journal<\/i><\/span><\/a><span style=\"font-size: 12.0pt\">, and subsequently President Trump admitted that during a July 25th phone call he pressured President Zelensky to pursue the investigation of his political rival and his son. <\/span>\r\n\r\n<span style=\"font-size: 12.0pt;line-height: 107%\">Federal law <\/span><a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/52\/30121\" target=\"_blank\" rel=\"noopener\"><span style=\"font-size: 12.0pt;line-height: 107%\">prohibits<\/span><\/a><span style=\"font-size: 12.0pt;line-height: 107%\"> a foreign national from directly or indirectly making a \u201ccontribution or donation of money or other thing of value\u201d in connection with a U.S. election. Federal law also prohibits a person from <i>soliciting<\/i> or providing <i>substantial assistance <\/i>in the solicitation of such a contribution from a foreign national. Federal law <\/span><a href=\"http:\/\/uscode.house.gov\/view.xhtml?req=(title:52%20section:30101%20edition:prelim)\" target=\"_blank\" rel=\"noopener\"><span style=\"font-size: 12.0pt;line-height: 107%\">defines \u201ccontribution\u201d<\/span><\/a><span style=\"font-size: 12.0pt;line-height: 107%\"> to include \u201cany gift \u2026 of money or anything of value made by any person for the purpose of influencing any election for Federal office.\u201d And the FEC by regulation\u00a0defines <\/span><a href=\"https:\/\/www.law.cornell.edu\/cfr\/text\/11\/300.2\"><span style=\"font-size: 12.0pt;line-height: 107%\">\u201csolicit\u201d<\/span><\/a><span style=\"font-size: 12.0pt;line-height: 107%\">\u00a0to mean \u201cto ask, request, or recommend, explicitly or implicitly, that another person make a contribution, donation, transfer of funds, or otherwise provide anything of value.\u201d<\/span>\r\n\r\n<span style=\"font-size: 12.0pt;line-height: 107%\">In a July 25 phone call, President Trump repeatedly pressured President Zelensky\u2014<i>about eight times<\/i>\u2014to work with Rudy Giuliani on an investigation that could damage Biden in the 2020 election. Giuliani reportedly worked with political operatives Victoria Toensing, Lev Parnas, Igor Fruman and perhaps others to likewise urge an investigation of Joe Biden and his son, through meetings with Ukrainian prosecutors and other officials over the course of many months.<\/span>\r\n\r\n<span style=\"font-size: 12.0pt;line-height: 107%\">Under the law, whether or not President Zelensky or other officials complied with the requests and whether or not the communications involved a quid pro quo, the solicitation of a thing of value from the President of the Ukraine in connection with a U.S. election could be a federal crime.<\/span>\r\n\r\n<span style=\"font-size: 12.0pt\">\u201cNo American is above the law, not even the President, despite what he appears to believe,\u201d said Karen Hobert Flynn, president of Common Cause. \u201cIn the wake of the Mueller Report, President Trump and his attorneys were on notice that soliciting contributions from foreign nationals is strictly prohibited. Only Donald Trump Jr.\u2019s presumed ignorance of the law saved him from prosecution for the meeting he held in Trump Tower with Russian nationals to accept damaging information about Hillary Clinton.\u201d<\/span>\r\n\r\n<span style=\"font-size: 12.0pt\">\u201cThese laws were passed by Congress to safeguard our national security and President Trump is ignoring them in the hopes of bolstering his chances of being reelected,\u201d said Paul S. Ryan, Common Cause Vice President for Policy and Litigation. \u201cThese actions are part of a disturbing and escalating pattern by the president, his family, and his advisors of ignoring laws they find inconvenient to their own self-interests.
