Congress must convene an independent, bipartisan committee to fully investigate illegal Russian hacking to influence the 2016 election in favor of Donald Trump, and probe the extent of the Trump campaign’s connection to the Russian government.

We deserve to know: what are the ties between Donald Trump and Russia?

A special counsel alone isn’t enough to get the answers we deserve. Russia’s interference in the 2016 election was an attack on American democracy, and we deserve to know the full story so we can better guard against future interference. The best way to accomplish this goal is with an independent commission.

An independent commission will be more transparent than a special counsel’s investigation, different in its in scope from the criminal investigation, and independent from the political branches of government. This could lead to significant changes at the highest levels of government and is essential in our democracy. An independent commission’s purpose is also broader than a special counsel’s investigation.

The special counsel will investigate criminal wrongdoing, but an independent commission will investigate the full nature of Russia’s involvement in the 2016 election – not just whether crimes were committed. With that information, the commission must then offer recommendations on how to protect the institutions of American democracy going forward.

More than ever, we need a complete accounting of how the Russian government sought to influence the 2016 elections. This unprecedented incursion into U.S. elections by a foreign power can’t be ignored -- and we deserve full, comprehensive answers about this assault on the integrity of our elections.

This must not be a partisan issue -- Democrats, Republicans, and Independents all care about keeping our elections safe from foreign influence. That’s why Congress must convene a bipartisan committee that solely focuses on a comprehensive investigation of Russia’s involvement in the 2016 elections and publicly report their findings to ensure this doesn’t happen again.

Here’s what we know for sure -- according to a declassified report reflecting the consensus of the intelligence community, “Russian intelligence accessed elements of multiple state or local electoral boards. Since early 2014, Russian intelligence has researched US electoral processes and related technology and equipment.”‘

Any private citizen who attempted this would be investigated by the FBI, charged with a felony and sent to jail with a felony conviction. Another country hacking into our election system should be held to the same standard -- yet we are turning a blind eye to these criminal acts.

To even float the idea of firing Robert Mueller through conservative media outlets is an affront to the most sacred values of our democracy. Despite what the assemblage of ‘yes men’ surrounding President Trump have told him, James Comey’s testimony not only failed to vindicate the President but raised serious concerns that the President of the United States abused his power in an attempt to stop the investigation. Comey’s testimony raised very serious concerns that Trump made a concerted effort to obstruct justice by demanding the fealty of the Director of the FBI before asking him to drop the criminal investigation of disgraced National Security Advisor Michael Flynn.

President Trump has already fired the last lead investigator of the Russian attack on the 2016 presidential election Regardless of whether the President tries to force the Department of Justice to fire Mueller, Congress must immediately name an independent commission to investigate the Russian attack on the 2016 presidential election, possible collusion by members of the Trump campaign, as well as what appear to be widespread efforts by the Trump Administration to obstruct justice in an effort to squelch the investigation.

Even if Mueller is retained, Americans might not even receive a report from Mueller at the end of his investigation. Regardless of this latest attempt by the Trump Administration to curb the investigation, Congress must still pass a law to create an independent commission, with a mission that is broader than a criminal investigation and will operate with more transparency. Without public hearings the public will be left out of the process completely, eroding faith in our political institutions.

Congress and the congressional switchboard should be prepared to hear from the membership of Common Cause tomorrow. Our 800,000 members will make their voices heard on Capitol Hill demanding that Congress act immediately to end efforts by the White House to operate above the law and to ignore the separation of powers guaranteed by our Constitution.
