Voting and elections are the most fundamental processes of our democracy. When government runs elections it must insure that every person entitled to vote has the opportunity to vote, and that every vote is counted accurately.
Modern elections demand modern laws to safeguard the integrity of the voting process. Without functional integrity there can be no confidence in the election process, or the government that is elected. A lack of voter confidence in the elections process can breed contempt, increase cynicism, and diminish citizens' participation in elections.
