One of the most frequently cited phrases in government reform states, "Sunshine is the most effective disinfectant". This applies to the openness and access citizens have to the records as well as the meetings of their governments - whether at the local or state level.

When citizens cannot observe the activities of their governmental bodies, and view its records, they lose the ability to hold it accountable for its action and to respond with timely deterrent and remedial actions.
