Both initiatives and referenda are ballot measures that are voted on by Coloradans. An initiative is a ballot measure put onto the ballot by citizens. A referendum is a ballot measure put on the ballot by the state legislature. A strong initiative process is important for our democracy. It allows voters to advance proposals that the legislature will not address. And the referendum process is a tool for legislators to ask voters to make changes they can't, like changing the Colorado Constitution. It is also sometimes used for issues about which lawmakers would prefer the voters decide.
