But powerful special interests and their lobbyists want to put that money in their own pockets. That's why we need to act now.

Billions of dollars of Recovery Act funds are being sent to our state. I'm hopeful these funds will help boost our economy, but I'm concerned about funds winding up in the wrong hands and funding pet projects instead of necessary infrastructure.

I believe that if you commit to following the best practices for transparency and accountability listed below, together we will ensure our tax dollars create the change we hope to see.

I'd like to ensure that Recovery Funds are used to stimulate our economy by creating jobs; improving schools; improving roads and bridges; building affordable, decent housing; meeting rail and other transportation needs; providing clean and efficient energy; expanding information technology; expanding and improving healthcare; and more.

That's why I'm asking that you commit to these simple best practices:

* Create a central website to serve as the primary communication and reporting tool for use of the Recovery Act funds.
 * Elect an oversight committee, to ensure that funds are allotted according to the merit of the project, not the influence of its overseer.
 * Make use of an automated hotline, so that government workers and citizens alike can report any misuse of funds.
 * Build a plan to ensure that state Attorney Generals and similar officials aggressively pursue all instances of fund abuse.
