The Iowa Legislature opens for business on Monday, giving us a chance to pass the Voter Owned Iowa Clean Elections Act (VOICE). This bill would create a voluntary system to provide public financing to campaigns of statewide and legislative candidates who agree to stop raising private money and adhere to strict spending limits.

And it has momentum: the VOICE Act passed through two committees last year and is just one vote away from reaching the floor of the Iowa Legislature.
