A Report Analyzing Grassroots Lobbying in New York State and Recommending Amendments to the Lobbying Act


A new analysis by Common Cause/NY, Lifting the Veil, identifies worrisome and expanding trends in grassroots lobbying in New York State. Common Cause/NY examines New York State lobbying data to show how the increasing use of third-party coalitions and grassroots campaign-style tactics has played a growing role in shaping political outcomes and furthering the power and influence of special interests at the expense of the public.

CORRECTION – After this report was published, the 1199/SEIU & GNYHA Healthcare Education Project filed an amended disclosure report for the March-April period that revealed $6,377,922.00 in spending instead of the initially reported $300.00. All of this spending was part of a campaign encouraging lawmakers and the public to support Governor Cuomo’s budget proposals and Medicaid reforms. Instead of “dropping from the equation” as Lifting the Veil originally reported, the 1199/SEIU & GNYHA Healthcare Education Project “flipped” to campaign in support of the Governor’s budget proposals --- a complete 180 degree turn from aggressively campaigning against the Governor’s cuts as the organization had always done in the past.
