Who Paid to Put Measures 66 and 67 on the Ballot?

The two referendum petition political committees that put Measures 66 and 67on the ballot raised $960,196, as reported by the signature turn-in deadline of September 25. Most of this money came from two political committees. Oregonians Against Job-Killing Taxes gave 64 percent or $610,072, while Taxpayer Defense Fund gave $194,280 or 20 percent of total chief petitioner fundraising.

 

(Political committees are sometimes called political action committees or PACs. The contribution data for this analysis came from campaign finance disclosure filings by PACs with the Oregon Elections Division in the ORESTAR electronic filing system.)

 

The largest single donation to Oregonians Against Job-Killing Taxes was $100,000 from Oregon Bankers Association. Associated Oregon Industries and its political committee gave $125,300, Weyerhauser gave $51,194, Common Sense for Oregon, Inc. gave $50,000 and Roseburg Forest Products gave $45,000. (See chart 3.)

 

The top two donors to Taxpayer Defense Fund were Nevada-based Loren Parks, who gave $75,000,and $22,752 from FreedomWorks, Inc. These contributions comprised 51 percent of Taxpayer Defense Funds total fundraising of $190,446. (See chart 4 below.) FreedomWorks is a national group with an Oregon affiliate led by Russ Walker who is also treasurer for the Taxpayer Defense Fund PAC. According to its website, FreedomWorks “fights for lower taxes, less government and more economic freedom for all Americans.” More information on Russ Walker and FreedomWorks is available here.

 

The money trail, however, begins with a review of top donors to the referendum petition committees as summarized below in chart 1 and chart 2. The largest donor to both of these committees was Oregonians Against Job-Killing Taxes giving $280,036 and $330,036 for a total of $610,072. The second highest contributor is Russ Walker’s Tax Defense Fund giving support valued at $97,140 to each referendum PAC for a total of $194,280. There were also in-kind contributions valued at $50,000 to Referendum 301 PAC from VOTE LLC, the petition cirulation firm that gathered signatures.

 

There was also support valued at $16,621 to each of the referendum PACs by Americans for Prosperity, $8,722 each from Taxpayers Association of Oregon and its affiliated PAC, and $4,735 each from Common Sense for Oregon, Inc. Americans for Prosperity is a national group with an Oregon office led by former legislator, Jeff Kropf. On its website its mission is cited as including being “committed to educating citizens about economic policy and a return of the federal government to its Constitutional limits.” Taxpayers Association of Oregon was founded by Jason William and Don McIntire. Common Sense for Oregon PAC was formed by Ross Day while its affiliated foundation and political group Common Sense for Oregon, Inc. list Kevin Mannix as their registered agent. Since the two top donors to the referendum campaigns are political committees, “following the money” requires review of the donors to those committees - Oregonians Against Job-Killing Taxes and Taxpayer Defense Fund.

 

Timber interests were major contributors including $51,194 from Weyerhauser, $45,000 from Roseburg Timber and $36,000 from Plum Creek as well as contributions ranging from $10,000 to $16,000 from Longview Timberlands, Oregon Forest Industries Council and its PAC, Stimson Lumber, Seneca Jones Timber, Associated Oregon Loggers and its PAC, Cascade Timber Consulting, Rosboro Resources, and Lone Rock Timber Management. In all, $225,235 came from the forestry industry.

The top donor to Russ Walker’s Taxpayer Defense Fund was Loren Parks, now based in Nevada but still owner of an Aloha based medical equipment manufacturing company, who gave $75,000. FreedomWorks provided $22,752. See chart 4 below. Loren Parks has given almost $13 million to Oregon ballot measures and candidates. More information is available here.
