Our 2009 Legislative Priorities

Public Financing of Campaigns

(SB 663) By taking private money out of public campaigns, Maryland can help both the candidate and the voter. Public financing of campaigns removes any appearance of ethical conflict and frees candidates from the money chase, allowing them to spend all of their time talking with voters.


It will also bring new voices into our politics. To solve the great challenges before us, we need people of diverse talents to seek public office, not just those talented at fundraising.


This bill is compromise legislation that also raised contribution limits by 10% and the aggregate donation limit by 50%. Even so, Common Cause Maryland fully supports this major step forward.


Election Day Registration (EDR)

(HB 476 / SB 514) This bill would set up a constitutional referendum for 2010, that if passed would allow the General Assembly to implement voter registration up to Election Day. History shows voter turnout in states with EDR is about 10% higher than average.


A "Lemon Law" for Voting Machines

(HB 863 / SB 814) After Diebold sold Maryland faulty voting equipment in 2001, the state spent millions making repairs and fixes. Now that we're set to buy a whole new voting system, it's time to ensure taxpayers don't get burned twice.


Permanent Absentee Ballots

(HB 523 / SB 733) Just as your voter registration is permanent, military and overseas, disabled and elderly voters should have the option of receiving an absentee ballot every election.


"Pay to Play" Taskforce

(SB 849) From the selling of a US Senate seat in Illinois to corruption investigations from New York to New Mexico, it's obvious the time has come to change the pay to play culture of American politics. This is a modest bill to study the pay to play law passed by Connecticut and see if it would be right for Maryland.



Disclosing Executive Pay

(HB487 / SB 231) Maryland hospitals are going after emergency room patients who can't afford to pay their bills, which factors into the cost of care. But executives still rake in hundreds of thousands of dollars a year. This bill would disclose those salaries to the Health Services Cost Review Commission.


Ballot Issue Committee Reporting

(HB 413) Right now, there is a problematic gap in the campaign finance reporting schedule for ballot issue committees. This bill would add a new reporting deadline a few weeks before the election, letting interested voters follow the money.


Freedom of Assembly Protection Act

(HB 182 / SB 256) This bill will prohibit covert criminal intelligence investigations and dossier compilation of individuals and groups based only political, social or religious activities and beliefs. It requires a reasonable suspicion standard and establishes much needed oversight.


Party Affiliation Deadline

(HB 589) In Maryland, the deadline to switch your party affiliation is more than 80 days before the primary election, cutting out voters who want to be part of the process. This bill simply changes the deadline to coincide with the voter registration deadline, three weeks out.


Voter's Bill of Rights

(HB 391 / SB 320) This bill strengthens voter access on many fronts, and stiffens the penalties for trying to unjustly prevent qualified Marylanders from voting.


Publish Committee Votes

Legislative committee and subcommittee votes should be readily available to the public online. A great deal happens at the committee level. Many good bills are killed while hidden from the public view, and some bad ones advance without lawmakers being held accountable. Opening up that process will strengthen democracy in our state.
