Comprehensive Election Reform

National Popular Vote (NPV)
Utilize the plenary power of the states, granted by the U.S. Constitution, to determine how Presidential electors are selected, and the mechanism of an interstate compact, to institute a National Popular Vote for the President to make all votes equal and increase turnout in Presidential elections. NPV Becomes effective when states with a majority of electors have enacted this important legislation.

Election Day Registration (EDR)
Enact legislation to permit Election Day voter registration.
Election day registration allows citizens to register to vote and vote on the day of elections at their polling place. Currently, Massachusetts voters must register 20 days before Election Day. Maine, Minnesota, New Hampshire, and Wisconsin allow election day registration and North Dakota does not have any registration requirements. In 1998, 16% of those who voted in Minnesota's general election registered that day.
All of the above states have a higher voter turnout rate than any other states and have experienced no problems of "fraud". Political scientists concur that this is the only proven procedural way to significantly boost voter participation, especially among younger and low- to moderate-income voters.

Early Voting
Enact legislation to allow early voting. Let registered voters who wish to do so vote at their city or town hall during the Tuesday through Friday of the week before the election between 9am and 5pm. Cities and towns may use a designated alternative location if they wish, and cities of more than 75,000 residents must have at least one alternative location.
