Public Contracting Pay-to-Play Reform

 

 

Absent of proper controls, public contracting is increasingly dominated by "pay-to-play" practices where large campaign contributions are traded for lucrative government contracts.  In the process, taxpayers pay more for lower quality services and local campaigns become too costly for everyday Americans.

 

Public contracting reform severs the link between campaign contributions and government contracts, ensuring that merit and cost effectiveness drive the contract process while leveling the playing field to run for political office.

Towns Lead the Way ... For Comprehensive Pay-to-Play (Reform)

 

As we continue to push for the adoption of comprehensive pay-to-play reform at all levels of government ... towns throughout the state are paving the way for our state legislators by adopting strong pay-to-play reform at the local level. 

 

Certainly, the more local adoptions of the ordinance, the greater the leverage power for its adoption at the state level. 

 

Currently over 75 towns have adopted pay-to-play reform measures.   Over 40 of these municipalities (& Mercer County) have passed the Citizens' Campaign model Pay-to-Play Reform ordinance:

Enabling Legislation Passes out of Senate!

 

After a very long year, the NJ Senate decided to take the step in preserving the hard work of thousands of its citizens by passing Enabling Legislation today.

 

The bill (S1987) was not posted for a vote on the agenda for today's session.  However, that did not stop our dedicated supporters in the Legislature from seeing that Enabling Legislation was voted on today. 

 

Senator Joseph Vitale (D-19), prime sponsor of the bill, made a motion to have the bill posted on the agenda as an "order of the day."   This was greeted by an resounding flurry of "yeahs", and we saw the bill immediately call for a vote.

 

Senators Lance, Inverso and Vitale all spoke to the need for this bill to be passed - citing the 60+ towns and counties that have passed a form of Pay-to-Play reform. 

 

The Senate floor was opened for a vote, and 34 Senators voted YES on Enabling, with 6 Senators abstaining from a vote.

 

We would like to congratulate every individual that answered the call to action and contacted their senator to urge him/her to vote yes for the bill. 

 

We'd like to thank each of our sponsors and supporters in the NJ Legislature that pushed for the passage of Enabling.  

 

And most of all, a huge victory goes to every citizen that worked on the passage of a Pay-to-Play reform law in their hometown or county.  You deserve this win, and we thank you for your hard work and dedication to the cause.

Citizens' Campaign Hold Press Conference on Enabling

 

Members of the Citizens' Campaign held a press conference to urge state leaders to pass Enabling Legislation and save NJ's local Pay-to-Play reform laws.

 

This issue is very time-sensitive, since there are only two voting sessions left in the Senate before the 1st of the year.  The state law goes into effect on Jan 1, which will possibly overturn the 50+ municipal & county Pay-to-Play reform laws.

 

YOU MUST ACT NOW in order to protect local reform!

Take Part in the Push

 

We need each and every one of you to call your NJ State Senators and urge them to VOTE YES for  S1987 ("Enabling Legislation").

 

This is a critical time for the fate of S1987.  Within the next few weeks, the Senators will be deciding which bills have the most need for passage, and which can be saved until the next legislative session.  As we are all aware, there is an expiration date on the "Enabling Legislation" because if not passed by the end of this year, the local "pay to play" reform laws will be in jeopardy of court challenges.

 

S1987 ("Enabling Legislation") will remove that risk of court challenges to every local "pay to play" reform law.

Only a Few Voting Session Left!

 

The NJ Legislature will not resume until after Election Day.  This means that there will only be a few voting sessions before the end of the legislative session on December 31st.

 

What does this mean for the future of NJ's local "pay to play" reform laws? ... only a few chances for S1987 ("Enabling Legislation") to be passed, restoring the power of local municipalities and counties to enact strong "pay to play" reform laws.

NJ Senate Lets Another Chance Go By

 

Another season come and gone without the NJ Senate voting on S1987 (Enabling Legislation).  The bill, passed by the Assembly last November, is still awaiting a vote in the Senate. 

 

Meanwhile over 50 towns and 2 counties have passed "pay to play" reform laws, all in jeopardy of being challenged in court if this "Enabling Legislation" does not pass through the Senate by the end of 2005!

 

Towns & counties that have passed "pay to play" reform laws that are stronger than the current state law:
