Report: Is America Ready to Vote? State Preparations For Voting Machine Problems in 2008

A report discussing analyzing preparations concerning the voting machines that will be used in the November 2008 elections which read, in part, 'On November 4, 2008, some voting systems will fail in at least a few counties. Unfortunately, we cannot predict where. For this reason, every state must be as prepared as possible for system failures. Vigilance will help ensure that machinery-related problems do not interfere with the right of eligible citizens to vote, or imperil the accuracy of the vote count.'

Vote By Mail (VBM) elections can increase turnout by four to five percentage points in general elections and significantly more in local or off-year elections. Rather than sparking participation among citizens who never vote, it appears that the added convenience of voting by mail serves primarily to retain higher participation among those voters who tend to vote in general elections by making it easier for them to vote in traditionally lower-interest local, special, or nonpartisan elections.
