We believe it would unfairly disenfranchise many Pennsylvanians, and we believe the state can ill afford the costs associated with implementing a voter ID requirement, a program that will cost millions of dollars to implement and addresses a problem that essentially does not exist ? impersonation of another voter at the polls on Election Day.'
